Climate change advisory services

This involves providing strategic direction and advice to the organisation regarding carbon reduction, developing related policy and guidance and working with councillors at meetings and workshops. I run region-wide climate change mitigation projects, including the 2050 Regional Emissions Calculator and the most recent regional GHG emissions inventory. I also co-ordinate the Wellington Region Electric Vehicle Working Group.

Scoping report for a Regional Emissions Reduction Strategy

For this project I reviewed all existing published plans and strategies for emissions reduction that concerned the Wellington Region, along with community-scale emissions reduction strategies owned by Auckland Council and Dunedin City Council. From this review I identified gaps in current action and potential pitfalls that a new Wellington Region emissions reduction strategy would need to overcome to be successful. Read the report here.

Client: Kāpiti Coast District Council
Development of detailed business case for solar energy development  

I produced a report examining the case for a solar farm development on Council-owned land in Ōtaki and for an extensive solar energy scheme for the Council buildings at the Civic Hub in Paraparamu, including the creation of a private energy network.

Advisory services for the Carbon Neutral Government Programme

I provide technical advice as required on various aspects of organisational emissions accounting, management and target setting.

Public Sector Programme Lead

I led Toitū’s response to the Carbon Neutral Government Programme, heading up a small team. I provided emissions measurement and management advice to the Ministry for the Environment, and developed and delivered training material. I developed the organisational emissions target setting tool now used by government agencies and was Toitu’s liaison to MfE and EECA in relation to the programme.

Review of corporate carbon reduction programme and options development 

I reviewed the council’s current carbon reduction plans and target and recommended methods that they could employ to bridge the gap between the two.

Trainer for the Carbon & Energy Professional training course

This involved development and delivery of modules on climate change, integrated energy and carbon management and planning, and transport. The course has run  approximately two times per year since 2017. Full information can be found on the CEP website here.

Electric vehicle fleet conversion plans

I subcontracted to EcoGeek to advise central government agencies on making the transition to all-electric vehicle fleets. These agencies included the Civil Aviation Authority, Capital and Coast District Health Board and Hutt Valley District Health Board.

Sustainability Strategy review

I am provided advice on issues, opportunities and measurement for the update to UHCC’s sustainability strategy, and prepared a large part of its introductory text. The final approved document can be found here.

Advisory services for development of an emissions measurement and reduction plan

This plan is required for admission to the CEMARS programme and to begin to chart a low emissions pathway for the organisation.

Supporting Electric Vehicles in the Wellington Region Advisory Report

I produced an advisory report with a recommended strategy on how the client organisations can best support EV uptake based on existing research and analysis of publicly available data from NZ and abroad, and interviews with NZ-based stakeholder organisations. Advisory services for development of a carbon management system

I provided this advice to help the airport achieve the requirements of level 2 of the Airport Carbon Accreditation scheme.

EV integration investigation

I worked with Freightways to identify pathways forward for the introduction of electric vehicles into their operations, including consideration of courier vans and short-haul trucks.

Project Co-ordinator for Electric Vehicle Charging Trial

This project aimed to better understand the impact of home electric vehicle charging on peak demand as well as consumer behaviours and attitudes towards possible price-based and technology-based solutions. Client: Manawatu District Council
Preparing business case for electric refuse and recycling collection vehicles

Proposed vehicles would be employed for kerbside public sanitation services in Manawatu District. I also prepared a grant application to the EECA Low Emission Vehicles Contestable Fund for the client.

Preparing business case for LED streetlight enhanced renewal programme 

The business case was approved by NZTA and implementation of this programme  commenced in October 2017.

Preparing climate change strategy for Water and Wastewater activity management plans

This involved providing a strategic context, carbon footprinting the activities, an assessment of emissions reduction opportunities and creation of associated performance metrics.

Completing Standard details and Specifications for Road Lighting Infrastructure document

This document details Council’s requirements for road lighting on their network, in particular acceptable LED luminaires, columns and outreaches.
